I've just read the PPO report for Leslie Salmon, who was killed in an approved premises in 2017.
Below there is a link to the Derby Telegraph's reporting of the case from circa Feb 2018.
The PPO report made lots of references stating that the victim, had been accused of bullying other
residents and staff. In particular the suggestion he used homophobic language to other people,
is stated over and over in the report. It's actually mentioned a lot more than the knifing / murder incident
which i find worrying. The fact that the killer got access to the kitchen, to obtain a knife, isn't tackled at all
in my opinion. I'm not sure what anyone else (who reads it) thinks.
Both men had served time for violent offences and were sent to the same approved house within weeks of each other.
Think it's clear to see by reading the links, the killer was nowhere near ready to be released, if ever.
The killer is portrayed in the newspaper articles as a psychopath. Though in the ppo report he doesn't come across
as the same person. In the report, I feel it was leaning towards the victim was a bully - he asked for it.
The report states "the killing wasn't justified", but I don't think the overall tone supports that statement.
The killer had broke his curfew, the police had been called. He was about to be recalled to prison, then fatally stabbed the other
resident (Salmon).
An interesting 'compare and contrast' study i thought.
For the record, the killer - Martin Mcdermott is referred to as "resident x" in the ppo report. Even though he was named in
newspaper articles, months before the ppo report was published. Must be that "confidentiality" thing!
